Should the Government Be Investigating… the Government?
The Competition and Markets Authority (CMA) is currently consulting on whether the Government’s use of the term ‘free childcare’ could be misleading to parents.
On the surface, that sounds like a positive step. But it raises an uncomfortable question…
How independent can an investigation really be when the organisation investigating is itself a government body?
For years, childcare providers and parents have raised concerns that the ‘free childcare’ campaign doesn’t reflect the reality they experience. Many providers say government funding falls well below the true cost of delivering high-quality early education, leaving them with little choice but to charge for additional services or restrict funded places.
Those concerns haven’t come from a handful of isolated settings. They have been raised repeatedly across the sector by nurseries, childminders, representative groups and campaigners.
Now, rather than an independent external investigation, the consultation is being led by the CMA – a non-ministerial government department sponsored by the Department for Business and Trade. While the CMA operates independently in its decision-making, it remains part of the wider public sector.
That leaves many asking whether the Government objectively investigate a campaign that it created?
Will providers and parents have confidence in the outcome?
Would an entirely independent review inspire greater public trust?
These aren’t accusations. They’re questions about transparency, accountability and public confidence.
The consultation is still an important opportunity. The more evidence providers and parents submit, the harder it becomes to ignore the lived reality behind the words ‘free childcare’.
Whatever your view, one thing is clear.
Families deserve honest information. Providers deserve funding that reflects the real cost of care. And the public deserves confidence that concerns about government advertising are examined fairly and transparently.
